That depends on the horse that is the horse herd leader. Skeeter made very sure the whole 14 years I had him that no horse picked on another near him, or squabbled or kicked. When the horse whisperers are saying you must insist that you are the herd leader, they mean that you insist that the herd FOLLOWS YOUR RULES, if the herd leader does not tolerate a particular behaviour, it will cease.

By the way, we are saying the human must establish the same behaviour, just using different visualizations.
