head throwing is not always related to the bit or gear being used, sometimes head throwing is a lack of respect on the horses part, especially with a new horses, they need some time to believe that you are able to lead them and they need to know that your trust worthy, I have found that spending time grooming them builds that bond or handling them without working them can also be useful.
