Jim,
I have had a similar situation with my gelding. He has occassionally dragged 
his hind feet and/or been "off" behind. When I have had the vet look at him he 
has been fine. I have had him adjusted by a chiropractor. I think his atlas 
goes out of alignment. I know check his head motion, tip his head down to his 
chest and to each side to be sure he is in alignment. It is very difficult to 
figure out, what is going on, when it is so transient.
