Why not? Seriously, If the horse likes to chew on PVC, you can use steel.  I
would use galvanized water pipe for protective area because it is stronger
etc.  Just be sure that the metal pipe is carefully grounded.  A ground
clamp, and a wire to the ground on the electrical system, or a ground rod
will work.  Actually, for maximum safety, it is a good idea to ground the
stock tank also.

Theoretically the GFCI will work even if the pipe is not grounded, but
grounding all metal objects around electricity is a good idea.  Sort of like
wearing both a belt and suspenders.
