Interesting ideas going on here.  What has changed in the past two years that has made the sanctioning process out of date?  Perhaps the increase in multi-day rides?  I know that there were more and more being sanctioned until the old guideline of "only one multi-day ride every 3 weeks anywhere in the entire country" was obsolete several years ago.  I hope that has gone by the wayside.  Multi-day rides are wonderful, and there simply is not enough room on the calendar for the number there now are if the "one every 3 weeks" concept were still in place.  And that left no room at all for new ones.

Oh Absolutly, I agree completly with this. I was thinking primairily of the scheduling of rides within a region.  But your outline is rite on. The entire sanctioning process is out of date. Annie

I think the sanctioning process needs to involve more than just one person.
The considerations for sanctioning a ride are:
1) regional issues (schedule)
2) national issues (e.g. ROC, championship rides, multidays)
3) AERC standards - trail/vet/rules issues which maintain the organization's standards
4) administrative issues - proper paperwork, procedures, etc
 
This is more than one individual should be responsible for. The regional sanctioning director or appointee should be part of the process, but not the sole judge.
