We already have rules for eliminating unruly or uncontrolable horses from
competition.  And you are right, Nancy--this is the real issue in a
scenario such as Truman mentions, not the age of the rider.

Some of y'all work really hard at missing the point.  Yes, we have such rules,
and out-of-control horses are a danger to everyone (and not just AERC
participants).  The point that you are trying so hard to avoid, though, is that
such situations (of which this was just one example) are MORE of a danger the
younger (and smaller) the rider, and that the legal and other negative impacts
to the sport and the AERC are potentially greater the younger the victim.
