Then you also favor removing the age limits for horses, so that we don't
eliminate good horses and horse owners because of some arbitrary age?
If not, what is it that makes horses more deserving of that kind of
protection than children?

Last time I checked, the horse carries the child--the child does not carry
the horse.  It would seem obvious (at least to me!) that that makes for a
considerable difference betweeen age rules regarding the horse and age
rules regarding the child.
