Hi Kristin, it is parallel.  They want the bottom face of the coffin bone to
be flat on the ground - usually this means the heels are shortened up as
much as possible.  However, some other folks want the wings of the coffin
bone (heel) to tip up at a slight angle from the toe - so the heel is left a
bit higher.  Sort of like the difference between wearing flat shoes and
running shoes...  In most running shoes, your heel is a bit higher.  My
horses get the running shoe trim - not high heels but not not flats. :-)

The front cannon bones should be perpendicular to the ground and aligned
through the bony column.
