Teach the horses to picket.   Picket both.  Or  picket one and hobble the
other, they will usually stay together.   Take turns with each.    Or tie
one, hobble the other.    If they are really bonded may not need to hobble
the "loose" one.   Never, or almost never,  have more than one loose at the
same time.
