I am probably sorry to say this, but horses ARE livestock.
We "manage" deer, elk, coyotes, wolves and feral dogs and cats. We have to.
I have a few deer on my ranch that are cuter and smarter than any of my 
horses..... even Clown.
But realistically, horses are great but are not people.  They are a 
problem when feral. Here in Santa Cruz some of our "feral" people are a 
problem. But that is not endurance related.
The horses we take in, love and utilize are to be cherished. But if  you 
think that horses deserve better than all of the poor dog and cats that 
are "thrown out" each year by owners....??  At least half or more of the 
"mustangs" are really feral.
