I don't agree.  It is not "normal use" for 120+ horses to use a trail, 
perhaps multiple times, immediately post storm.  A handful of horses, 
especially if they're ambling, would not do the kind of damage a mob of 
hard charging endurance horses would.

Can't blame the parks for this one--if they had sandy soil it would be 
another story--but they don't!

Like Kassandra said--concrete-like holes!  The kind that can take out 
tendons and ligaments.  It's not about a rights grab.
