Pacing horses definitely have a different movement behind that can look
"funny" to people who don't have much experience with it.  When watched
from behind, the horse can look a bit like it is waddling.

It can also feel very funny to somebody who has no previous experience
with riding a pacer. Like the trot, it isn't really a gait for a riding
horse, and until you become comfortable with its rhythm, can be darned
uncomfortable to ride.  Historically speaking, both the trot and the
pace were considered gaits suitable only for driving horses;
Thoroughbreds and Arabians were ridden predominantly at the canter.
