[RC] is this fair or legal - Dolly Miller

At a ride this weekend we had 5 keyholes in the trail. A few of us missed a keyhole and rode back to pick it up. My ridding buddy and I added about 6 miles, a friend and her buddy missed the same one and added about 10 miles and some others did the same. But there were 2 or 3 riders riding together that missed the same keyhole and they were hauled in a trailer back to the keyhole that was missed ( probably 12 to 15 trail miles back) and then taken back to the vet check where they had found out that the keyhole was missed by checking for stickers that were put on your vet card at the keyholes.
I know this is not fair to the rest of us that rode the miles but is it legal? I don't think this should be allowed. Should they be allowed a completion with mileage.....without mileage? Is there anything in the rules about this?
