I know this is not fair to the rest of us that rode the miles but is it 
legal?  I don't think this should be allowed.  Should they be allowed a 
completion with mileage.....without mileage?  Is there anything in the 
rules about this?

If they were trailered back and rode the portion of the trail that they missed,
then they can get a completion (with miles and completion points), but no
placing, Best Condition or bonus points.  To qualify for placing you must not
only ride the entire trail, but in the correct order and direction.

From the AERC Rules:

6.      Completion requires meeting all of the following criteria:
       ...
       d. Following the prescribed course, and doing multiple loops 
       in the correct order.
       ...
6.1     A competitor must pass all veterinary criteria for completion; 
       a competitor who fails any of the other completion criteria 
       should be pulled from Top Ten placing but may be allowed 
       a completion, if in the opinion of ride management, the 
       violation was not intentional and did not result in making the 
       course easier or shorter.
