I heard that selenium in a horses diet is important if they are above
sand pasture.

Depends on what has leached through the sand.  Bottom line--areas that
have traditionally drained off into other areas tend to be deficient. 
Areas that have accumulated drainage from other areas are less apt to be
deficient, and in some cases, can even be toxic.
