RE: [RC] Cellphones on trail/ Prompting - Libby & Quentin Llop DVM

Prompting is a term that come to us from Standardbred racing and has
nothing to do with electronic devices. When a Standardbred is being run by
himself to try to set a track record or obtain a fast time for whatever
reason, another horse, usually a Thoroughbred called a prompter, is galloped
alongside to encourage a best effort.
 I have a set of the radio GPSs and worried about this thread until I
remembered that I don't have a crew.   Libby

I agree....this is, IMHO, "prompting". However, to call your crew and tell
them "I'm 10 minutes out, fix me a sandwich" is not.  I see nothing in 6(k)
that prohibits this.  If you are "riding" and not "racing", your example
would be meaningless anyway. This is similar to the drug rule issue, which
as Bob pointed out, emphasizes the INTENT, without being specific.

I can "carry" drugs in my cantle bag for an emergency, but I have violated
no AERC rule unless I give them to the horse.  I can "carry" and use a cell
phone or radio on my horse, but unless I use it to gain an advantage then
again, no AERC rule has been violated.

For drugs or electronic devices, you can't have it both ways.  Either the
AERC rule must be "specific" or the rider's actions judged on "intent".

My understanding was that use such as

First place rider comes into vet check.  Crew for second
place rider calls them and says - you are only 10 minutes
behind.  Step up the pace to catch them.  Or horse in front
of you was pulled - and the horse behind you took an extra
10 minutes at the hold you left.  You can back off your pace.

Emergency use is fine but calls that give an advantage in
pacing is not.

This is just my view.
