I can relate to this, as I tend not to sweat very much.  ABck
int he days when I used to run, many moons ago, I carried a
spray bottle with me and misted myself as I ran.  I also spaked
my tee-shirt before starting out.  I am assuming you could do
something similar (spraying/sponging) while riding (at least for
short distances?)

This of course doesn't help him when he is not being ridden.  An
air-conditioned stall would be rpciey, I'd think, but I can't
think of any better idea other than hosing him down
periodically.
