Besides putting horse on a diet ;)

He mady be sensitive to the fabric. Replace or cover them. you could glue sheepskin or fake fleece or polar fleece to them with Fabric glue (in crafts or fabric store, glue sets and is washable). You'd have to experiment, make sure it didn't dry hard)---Or have a shoe repair guy sew some on.
Or take them off and buy leather ones---- or put endglish leathers on----etc......

Is this a common problem?  The synthetic fenders on my Abetta
saddle are sanding the hair of my horse's sides.  There is a
spot where the skin is starting to be rubbed.  This is the first
"Western" type saddle I have used.  My horse is very fat. I
don't swing my legs terribly, but there is some movement.  Any
ideas about a fix?
