If the horse is properly trained it will walk in the round pen as well as any other place.

This is true too. In my case, a horse doesn't go into a round pen because *I* don't like to work in round pens, so don't go by me with respect to that! However, I think the problem here is that the horse isn't supposed to walk very long, and it is the confinement that is causing the symptoms of spooking.
