Any good tack repairer or source of saddle hardware will have "D" rings set
up  to screw into saddles etc.  Your local hardware store will also have a
supply of stainless steel wood screws.  Simply drill a hole about the same
diameter as the root of the wood screw, lubricate the screw with beeswax,
stick grease (the kind sold for car door latches), or even damp hand soap
and screw it on.

On some saddles it is easier to rivet the "D" ring to the skirt.  You can
also get (or make) adapters that attach the ring to the stirrup brackets.

There are lots of ways to do it, none expensive or complicated.
