Perhaps there could be a genetic predisposition to it. Any thoughts from
 the vets online?


While I wouldn't rule out a genetic predisposition, in my experience it
has more to do with nutrition and management.  I saw a lot more of it in
selenium-deficient horses, and zinc also plays a role.  Additionally, I've
seen many "chronic" horses not get it recurrently once they got adequate
amounts of selenium, zinc, etc. in their diets.
