That is no accident, and there is a moral
 
Both the MN Horse Council and the Minnesota Trail Riders Association have worked long and hard with the DNR to get these policies and signs in effect.  The work is not completed,  both organizations continue to work hard to keep trails open and create new ones.
 
As an unintended offshoot of this work, they have created the best spook training trail I have ever seen.  Nine miles of the Gateway Trail between N. St. Paul, MN and Stillwater, MN is multiuse with horses specifically allowed.  There is a paved bikeway on the old railroad bed, and a gravel horse trail next to it.  The Horse trail varies from right next to the paved trail to 50' away.  The paved trail has bikers, runners, runners with strollers, roller bladers, wheeled cross country ski trainers, dogs, old ladies and just about anything else you can think of.  In the winter you see real cross-country skiers.
 
About the only thing you can't practice on are four wheelers and snowmobiles.

P.S. The moral is we have to work with others to keep our trails and get reasonable government policies.
