In the limited amount of time I have had to look, I have still not found a
formula for "fat-liquor" (the part of tanning that adds the oil), but I did
see a mention of "synthetic sperm oil".  Apparently whale oil was a good
thing for leather.

Importation etc. of sperm oil is not banned in the USA (as far as I know).
I have a few oz that was purchased in the 1930's by my grandfather to
lubricate an antique clock I now have.  It was regularly used to lubricate
fine instruments because it would not form a gum from oxidation.
