You don't think they can get up to 20 miles per hour? They're running full blast. How fast do you think that is? Horses can run up to 30 miles per hr. A quarter horse can run as fast as an Arab for short distances, even faster.  And I'm talking from personal experience when I say a horse can come to a dead stop while spooking at a gallop ( 20-30 mph) or fast trot because my horse does it. But the main point is (pay attention), does that excuse the rider from negligence if they injure someone. I would say not. I will reiterate, the rider is supposed to be in control of the horse.
