I think rule 4 applies here:
"Entry to a ride may be refused for cause"
specifically 4.1.6 :
"An equine determined to be unruly or dangerous may be denied entry."
If the owner then refused to leave 4.1.3 might apply:
"Abusive harassment of ride personnel..."
