The question boils down to can a vet favor one rider over another > >

wouldn't give another the same break?

NOW I understand why I'm disagreeing with people I usually agree with.
:-D  Ya'll are thinking of this as a way to let someone you had grounds
to pull continue on. I was picturing it as a way to "slow down" a rider
who you really didn't have grounds to pull...but had strong feelings
needed to slow down. I pictured it as a stronger rule, not a weaker one.
