As stated before, 72 worked as criterion for quite a long time.

I beg to differ.  The reason that it was changed was that it was NOT
working.  As stated before, there were rides in that era that thought that a
death or more every year was simply the norm.  It was because most of us
found that to be unacceptable that the pulse criterion was lowered and the
gate into the hold concept was developed.  Both have gone a LONG way to
decrease problems.
