[RC] Pulse - Libby & Quentin Llop

Hi All:

   Libby's idea is to have the rider report a resting pulse taken while
relaxing to the out timer when leaving the hold.  That would: a) promote the
rider taking responsibility for the horse's health; b) reduce increases in
staffing burden on the organizer, and c) generate useful data to analyze
problems.    With eventing,  as the years go by, more & more rules get
added; they become onerous to the riders and burdensome to the organizers.
Specifying that the vet exam be near the end of the hold can delay the exit
as well as chew up more of the time when the horse is supposed to be resting
and recooperating.
   Our experience with ponies and stocky animals (e.g.. Jesse's Haflinger)
is that they have higher heart rates.  Reducing the pulse criterion would be
trouble.
