[RC] keeping horses safe - A. Perez

 There have been many proposals on how to reduce the number of
horse deaths.  From the discussion here, it seems to be that the
cause of the deaths has not been adequately studied to determine
the best preventative.  How many deaths are 'rookie' riders? 
How many are 'rookie' horses?  How many are riders who always
have fast times (ie: 'chronic racer')?  How many had slow
recovery rates or other measurable signs that should have been
heeded?

 Until these quastions can be better answered, it seems any
rukle changes would just be shots in the dark.
