It rewards the horse that is in the best condition considering all the
factors--isn't that better for "horse welfare" than rewarding the rider whose
horse is first across the line but has been overridden to accomplish it--which
is what we do now?

Yep, I'm well aware of
that. Which sort of negates the concept you proposed of not
rewarding the time when you cross the line, though, doesn't
it?
