Seems to me like any ride manager who wished to try out this proposal would 
not need the blessing of the AERC to do it. The current rule 6 allows for 
completion only to be awarded based upon a number of criteria, one of which 
(item j) is:

Rule 6. <snip>...j. Meeting any other criteria prescribed by ride management.

In addition, the preamble clearly allows Ride Managers to add any criteria 
they desire: "

 <snip> .... to provide greater safety for equine and rider.

as long as these criteria are clearly provided in written form to the 
entrants b/f the competition.

So under the current rules of the AERC, any ride manager that wants to, may 
hold a competition using the proposed completion/placement/2 zone proposal 
without any specific or special blessing by the AERC. Simply find the RMs 
who want to try it out and do it. See if it works as you think it may (or 
not) and see if it has the (guessed at) down side effects that many have 
suggested.

But my main point is: The AERC does not have to do anything to allow trials 
of this happen! No Special sanctioning (which is triggered by a special 
entry qualification), no rules changes or anything. RMs just need to 
announce it in writing and do it.
