[RC] BLM background information. - John Teeter

To aid Jerry in focusing our attention upon BLM planning activities, I've quickly put together the following list of BLM pointers. Basically, they are quite open with respect to timing of the planning activities and we can/should be on the front end of these comment periods when possible.

http://www.blm.gov/planning/handouts/landuse_handouts.htm (General overview information)
http://www.blm.gov/planning/handouts/tsp_news.htm (Time Sensative Plan (there are 20 of them) schedules)
http://www.blm.gov/planning/handouts/01-03Plans.pdf (3 year overview of the national planning process)
(Note that the Agua Fria planning has been going on for (at least) 3 years.)
http://www.blm.gov/planning/handouts/fy01_02_03_newplans.jpg (map showing all active planning areas)

I was looking for a BLM authored news alert stream (i.e. one where they would send out email to interested parties), but I couldn't find one. The have all the information we would want there, but it requires that we organize to extract/redistribute it. The news bulletins and schedule of planning activities would easily provide the information content of such a stream. It might be that the AERC trails committee might provide the resources to edit such an information stream? I'd rather get it straight from BLM rather than alert notices from other organizations (like the http://ga1.org/) which might have some biased slant on the plans.

I'm a little concerned about a blanket approach to trails access issues which we assume that all areas need to be maintained as open for equine access. This is, I think, both unreasonable and unwarranted. There are some areas which are appropriate and others which are not. It would seem (IMO) that our overall credibility would be enhanced, both in the view of the BLM planners and in the eyes of other organizations, such as the wilderness society, if we were to approach the problem with a more open approach.
