Why is it that we get these notices with 3 or so days to respond, and the response address is usually SNAIL mail?

Is this some kind of sandbagging on the part of the USFS-NPS-BLM-Fish & Game?

The Headwaters problem a week ago seemed to have the same very short/non-existant response time.

Since it takes 5 days for mail to get to me across a distance of 27 miles, I don't know how we can meet these deadlines.

These plans and revampings take months to be put onto paper. What part don't I get here?
