Okay then, to maintain the parallel, just let the person ride for completion
(not placing) only until the investigation is complete.

I expected someone to bring this up, but the two situations are not
really parallel.  A police officer is a public safety employee,
authorized to use deadly force in specific situations.  When an
officer shoots someone, he was deliberately trying to kill him.  Such
extraordinary circumstances make some kind of reassignment necessary
until the shooting is properly investigated, but that is normally just
assignment to different duties, with full pay.
