I agree.  My new 14.1 petite trippy gelding...with 2k miles competition with
hvywt rider came with structural issues.  I used railroad ties formed in a
box for him to get to his water, one across the entrance to his stall &
graduated to ground poles in the lounge ring and then to cavaletti poles at
walk and then trot; first on a line & then under saddle.

He mentally had to focus on where his feet where while his body learned to
pick them up.  It took his body almost a year to restructure and rebalance
while I worked on lightening his response to the reins with general dressage
basics  Lots that you can do.  Good luck.

A friend of mine had very good luck bring her TWH gelding back
from EPM.  She put ground poles around the paddock and at the
entrance to his stalls where he had to walk over them, as well
as riding over them in the ring.  Once those can be handled
easily, try to find some soft footing (sand, mud, deep grass) to
ride in, the try hills.  She started riding him very slowly -
first for 10 minutes, then 15 minutes etc.  By the end of a year
he was godd for 4+ hours.
