Are we even sure this is true? and not just that reporting is getting better? I don't like to see the focus on 'fatalities'--I think it should be on 'treatments' (which almost certainly ARE increasing). I would like to see us stop the cycle long before it gets as far as death.

Good stuff. I don't think anybody is seriously proposing rule changes and such right now, without adequate study. We are mostly just tossing around ideas--hopefully when we have more data to work with the issues being discussed now will give us a basis for considering options.
