Ah ha! But with out a concept as would be produced by the
exercise I proposed, how do you know what data is needed,
necessary or available to be captured?

You do the paper exercise and you find that some things are
very accessible, some are impossible and many are not
needed. You develop a road map for development of the
process and than the process evolves. But you start out with
a defined goal in mind.

Right now, as you say, We are mostly just tossing around
ideas- We need to assemble these concepts and winnow out the
grain from the chaff, and there has been considerable chaff.

Are we even sure this is true? and not just that reporting

Good stuff.  I don't think anybody is seriously proposing
rule changes
and such right now, without adequate study.  We are mostly
just tossing
around ideas--hopefully when we have more data to work with
the issues
being discussed now will give us a basis for considering
options.
