Capable of going on - I don't see how using a preventative IV is in
alignment with that.  If there's a chance that the horse would be in
trouble without the IV, would that horse be truly capable of going on?

Interesting concept, how could this be used to prevent overiding?  Say for
example, three horses that top-tenned
a ride were put on IV's to "pick them up" after a hard race. Perhaps if it
was done by ride vets, those horses would be disqualified?  Or again, does
that then encourage the really competitive folks from seeking needed
treatment?
