Probably should invest in one of the newer models that have circuitry to do the thinking for you. They work very well in your situation. Break controllers work by measuring deceleration and adjusting to output current to the brake magnets. The deceleration is calculated by the deflection off of a base value of the sensor. This is why they must know level. The newer adaptive controllers will calculate "level" and redefine the base point on the fly. So in your case, the creeping down the steep drive your brakes won't grab but brake smoothly, but once you get on the road they will adapt to normal driving conditions.
