Licorice is also an anti-diuretic.  It can cause problems if taken in excess.  In the '60's my wife, a med tech, had a case of licorice poisoning in her hospital.  Since it has effects on a horse, it is banned.  Since in excess it can harm people, prudence is required in its consumption.
 
At the risk of sounding like a broken record:
 
The AERC drug rule is clear, positive, and unambigous. If you don't like it either:
 
1. Work to change it
or
2. Find another sport.

by the way, people often have blood levels of asprin, ibuprophin, caffine, nicotine, theobromine and other drugs that would not be allowed in their horses.  Human drug practices have nothing to do with what is allowed in horses during AERC events.
