[RC] Bylaws Ammendment - April Johnson

It's not a matter of punishing the honest ones. It's a matter of
fixing the ammendment the right way instead of trying to fix it the
wrong way. I really think that resident aliens should be allowed
to vote and have a say, but I don't think that's the point.

If we vote to change the by-law ammendment to the way it has been
proposed...to include the resident aliens, things will die down..
.at least for awhile. Then we'll have to start providing ID when
registering, renewing, voting, and riding. Ok, fine, if we want to
add rules and procedures to do that. But we need to think about it
instead of just making patchwork fixes.

If this change doesn't pass, there will still be a problem, and hopefully,
the problem will be addressed in a different manner than requiring
stringent ID checks.

If the only requirement is to have a US or Canadian mailing address,
things are a lot simpler.

April, even though proof of residency status is not necessary at
this time
and no "enforcement" plans are in place, it IS necessary simply because
if
it is NOT changed, then the votes of these people can be challenged by
anyone who chooses to do so, and rightfully so. Furthermore, some
people
ARE honest, and would simply not vote, knowing they could not "legally"
do
so. Why penalize the honest ones?
