It's pretty flat here in East Texas, but I always use one for two reasons.  
First, to keep the saddle in place should I get dumped and my horse take off 
(although he usually stops after dumping me).  Although, my horse has good 
withers and there's not much chance the saddle would turn.  The second reason 
is, the top breast collar strap is a great thing to grab during those sudden 
spook-n-spins my horse is prone to do.  Grabbing that strap along with some 
mane has kept me in the saddle more times than I can count.  <G>
