RE:             2004 WEC Nomination and Selection Clarification


        The 2003 USET Selection Trials are nearly over with only the 2003
Pan American Endurance Championship remaining on the originally scheduled
calendar for this year.  Many good horse and rider combinations have been
observed at the Selection Trials and the USET Endurance Selection Committee
is looking forward to seeing many more both at the PAC and at the USET
Training Events next year.

        In order to have the best field possible to choose from for the
2004 World Endurance Championship, the USET Endurance Committee met to
clarify certain sections of the Selection Procedures for the 2004 World
Endurance Championship National Team and Traveling Squad.  Please refer to
these procedures as you read the following clarifications.

NATIONAL TEAM SELECTION  Please note that according to the Selection
Procedures, the Selection Committee will name a National Team of up to 15
horse/rider combinations.  It is possible, that a National Team of fewer 15
horse/rider combinations will be named initially following the 2003 Pan
American Endurance Championship.  Once the National Team is named, all
other horse/rider combinations will be placed in the Reserve Pool on an
equal basis.  Those combinations who have not completed a 2003 USET
Selection Trial must successfully complete a USET Training Event in 2004
and earn an FEI Certificate of Capability to remain eligible.  As the 2004
USET Training Events progress or further evaluations take place, additional
horse/rider combinations may be named to the National Team from the Reserve
Pool by the USET Endurance Selection Committee.

SUBSTITUTIONS  This section of the Selection Procedures has been clarified
as follows:

In all of the following instances, horses and riders would be eligible to
be placed on the Reserve List (Pool of Nominees) only:

1.  Horses and riders who had the required mileage by the deadline of April
18, 2003 but did not nominate until after the initial deadline but did
nominate before September 14, 2003, and then complete either a 2003 USET
Selection Trial or a 2004 USET Training Event under National Selection
Committee supervision;

2.  Horses and riders who earn the required mileage after the April 18,
2003 deadline but before the September 14, 2003 cut-off for late
nomination, nominate (Please Note:  an additional Nomination Form must be
submitted for any horse or rider who earns their mileage after April 18,
2003 regardless of what may have been previously submitted) and then
complete either a 2003 USET Selection Trial or a 2004 USET Training Event
under National Selection Committee supervision;

3.  Horses and riders who had the required mileage before the April 18,
2003 deadline and who nominated before the April 18, 2003 deadline but were
unable to complete a 2003 USET Selection Trial but do complete a 2004 USET
Training Event under National Selection Committee supervision.

In all of the above instances, the USET Selection Committee must be advised
in writing or by e-mail of the USET Selection Trial/USET Training Event
that the nominee intends to complete for qualifying, a sufficient time
before the start of that event or must receive permission to use a Foreign
Competition as a substitute.  Any horse/rider combination who completes a
USET Selection Trial and/or a USET Training Event must also have fully
participated in the USET Veterinary Evaluation process at that Trial/Event.

PLEASE NOTE:    If you have previously notified the USET Endurance
Selection Committee of your intention to withdraw, please be aware that you
are still eligible to remain in the Reserve Pool if you completed a 2003
USET Selection Trial or you and your horse complete a 2004 Training
Event.  However, you must inform the USET Endurance Selection Committee of
which 2004 USET Training Event(s) you plan to attend in order to be
considered for the Reserve Pool.

U.S. SELECTION TRIALS  The above clarification to the SUBSTITUTIONS section
of the Selection procedures in effect alters the Trials Schedule listed in
the Selection Procedures by including the 2004 USET Training Events, as
allowed under the original procedures.  This schedule alteration must be
kept in mind when referencing the NATIONAL TEAM SELECTION section of the
Selection Procedures.

2004 USET TRAINING EVENTS  Specific dates and locations are yet to be
finalized but the USET Endurance Committee is considering the possibility
of holding Training Events at the following locations/rides:

February/March, 2004            Florida
June, 2004                      Fort Howes, Ashland, MT
August, 2004                    Idaho

Please keep in mind that these are only tentative dates and locations.  All
of the events will be one day, 100 mile FEI rides.  The 2004 Budget is yet
to be determined but the hope is to be able to provide some funding to
assist National Team members to attend these rides.  The USET will help to
secure leased horses for those horse/rider combinations who do not live
close enough to bring their own horses to these events.  Those horse/rider
combinations who live close enough to the events will be expected to bring
their nominated horses to these events.  Each rider on the National Team
will be required to bring their nominated horse to one USET Training Event
and will be strongly encouraged to do so for two.  The concept of these
Training Events will be to divide the National Team members into two or
three "teams", each with their own chef d'equipe who will be appointed from
the 2004 WEC Staff.  Each team will be given specific riding instructions
and will be expected to ride to those instructions.  A more detailed
description of these training Events will be distributed in the future.  We
expect to work hard and improve ourselves while learning a lot about
ourselves and each other.

        We realize that many of these concepts are new and may cause
concern.  Bear in mind that the purpose is to arrive in Dubai, or wherever
and whenever the USA has an opportunity to compete with the best qualified
and prepared squad and staff possible.  Please feel free to contact Mary at
