And an additional word to those who think their dogs LIKE to run loose and have a RIGHT to romp in public places - no they DON'T and no they DON'T. Getting hit by a car or decked by a horse is probably not on any dog's top ten list of adventures. And regardless of what an owner THINKS their dog LIKES - the law is clear - keep your dog in a leash when in public places. I hate to hear stories like this.
