[RC] Pulse criteria - LRN8554

How about if we add another pulse criteria?  Since the longer

distances have an hour between finish and completion check, have the 25's
reach a pulse of 60 at or before 30 minutes and 44 at or before 1 hour


My horse has vetted in at 48 at every one of her races, she's Arabian, change 
it to 44 and I'll have to find another horse if I want to compete.  Linda
