At the Thacher School in California, every freshman is issued a horse to care for the entire year.  One of the first rules the students learn is NEVER bridle the horse with the halter fastened around the neck and the lead rope tied.  Better a loose horse than a horse with a broken neck.
 
Barbara (who doesn't want either a loose horse or an injured horse so simply places the bridle on over the halter)
