.....or bite back your anger and bend over backwards to be
a good neighbor. She HAS to be home some time..make up a
"good neighbor/horse owner gift basket" filled with
inexpensive goodies a first time horse owner needs. Go over
and introduce yourself with gift in hand. Be very very
nice, admire her new horse, new fence, ect. Tell her how
happy you are having such a concerned/ caring person such
as herself being your neighbor. Tell her about your horses
and how long they have been "your kids" and how they mean
the world to you. Mention you think someone is feeding them
and worry about them getting very sick from too much food
and ask her to help keep an eye out for the culprit. Thank
her profusely and mention how she can call  on you anytime
should she need any help with her new horse or need a horse
sitter should she ever have to go out of town. You get the
idea. This woman is your neighbor whether you like it or
not so bite your tongue and try your hardest to cultivate
her friendship or atleast respect.

Write her a letter explaining what you are doing, that
your horses are 
just fine and informing her that someone has been coming
on you property 
and this has you very upset and you have notified law
enforcement. Ask 
her to watch your place and if she sees anyone to contact
you. Also 
inform her you are going to install a camera and take
other measures to 
catch them. Have someone else read it (witness) and keep
a copy. Send it 
to her by registered mail. That should do it.
