Yes, I agree with you.  My horses "now" work much better in the higher altitudes. However, the are faster in the lower elevations. 
 
I have a 5 mile track off of my property.  I can now ride them at a regular, consistant pace, without them getting winded going up the first steep hill!  We were lucky we got half way up that same hill without them being absolutely winded, breathing quite heavy, 120+ heart rate!   Now, they take that hill in a trot, without even wanting to stop, with a HR of 67-87 depending on the heat of the day! 
 
I worked the horses every day as I worked myself over a six month period of time.  Fact of the matter is they acclimized faster than I did - I still can't walk that hill without stopping!
