Just guessing here, but I think which (drug) rules apply would depend on whether the rider was entered in AERC, FEI or both rides. If the rider is in the AERC ride only, then AERC rules would apply. If the rider entered *only* the FEI ride - no credit under AERC - then the FEI rules would apply.
Only if the rider is cross-entered in both AERC and FEI is there an issue, which should be resolved if they rode under the more restrictive set of rules.
