So the answer to my 77% question is "Oxygen" with a tiny amount
of impurities. Is that correct?

And a 1oz scoop (28g +/-) would provide 2.8grams of Mg and 3.6grams of S.
Is that correct?

Epsom Salts is a powder, not liquid and (9.8%Mg 12.9%S). So what is the other 77% of the powder?

I wouldn't use it.  Too easy to use too much, resulting in diarrhea.  Most horses are going to get sufficient Mg in their forage. 
 
The other 50 to 77% is water.
